The Targeted
Wage Subsidies (TWS) Program is designed to help workers gain long term employment through direct work experience. This benefit encourages employers to hire individuals who they would not normally hire in the absence of a subsidy. The expectation is that there will be a permanent job at the end of the subsidy period.
A TWS contribution is offered to the employer and subsidizes the wages of the worker, with the total wage package constituting insurable earnings. The subsidy encourages employers to hire such workers by defraying costs during initial periods of job orientation and skills development, until the worker is fully productive.
Eligible Applicants:
Sponsors/Employers
- For profit businesses;
- Not-for-profit organizations;
- Municipal governments;
- Bands/tribal councils;
- Public health and education institutions.

TWS is intended to assist individuals who are having difficulties accessing employment due to factors such as lack of recent work experience and barriers such as those faced by designated target group membership. Seekers must:
- Be legally entitled to work in Canada;

Be eligible for Employment Benefits;
- Meet
locally defined priorities.
Available Funding
Income Support for Workers/Job
Seekers
- Wages based on the prevailing wage rate;
- Clients may also receive other personal supports based on established need, such as childcare, transportation, disability
costs;
- Earnings are taxable and insurable.
Eligible Activities
Local Human Resource Centre of Canada (HRCC) determine which clients groups are to be targeted for wage subsidies. Priority is to help unemployed individuals who are having difficulties accessing employment. A proposal for TWS will be evaluated on the basis of the value of work experience it offers and on the likelihood that the jobs will continue in the long term. TWS can be arranged through your local HRCC or a designated Coordinator.
The mix of interventions (Employment Benefits and Support Measures) available in a community, and the amount of funding available for each, will vary between areas. Activities funded will depend on locally targeted client groups, and locally prioritized labour
market sectors.
